Mr. Boudreau has over twenty years of experience as a government and
corporate affairs executive, most recently as Vice President of State and
Corporate Relations for Honeywell. He has lobbied on business issues in
twenty-five states. His expertise in state & local government relations, crisis
and strategic communications, and community outreach can pay significant
dividends to your organization.
In government relations, Paul has developed and implemented lobbying campaigns to pass legislation to open new markets for energy efficiency products and services. He has successfully negotiated with state regulators to preserve market access for products and has secured several million dollars in state incentives for business expansions. In communities across the country, he has worked with local public officials on environmental cleanups and brownfields development resulting in over $20 million in value creation. Paul has advised senior executives on strategy with external constituencies and developed communications plans to execute messaging around environmental incidents and plant closings. He has led cross functional teams and built strong relationships with important stakeholders to meet project objectives.
While at Honeywell, he also served as the Executive Director of Honeywell Hometown Solutions, the company’s award-winning corporate citizenship program. In this capacity, he led the creation of national partnerships with Rebuilding Together, the National Center for Missing & Exploited Children and NASA in the areas of Housing & Shelter, Family Safety & Security, and Science & Math Education. These partnerships and programs have gone on to win 25 industry and cause marketing awards. He holds a Bachelors degree from the University of New Hampshire and a Masters degree in Public Administration from the University of Maine. Paul served two terms in the Maine House of Representatives.
Career Highlights/Experience
- Served two terms in the Maine House of Representatives. Selected by colleagues, in his first term, as one of top four freshman legislators. Appointed to the powerful Appropriations Committee in his second term.
- Led strategic communications program for Allied Corporation which supported corporate reorganizations/plant closings in Michigan, Indiana, Illinois, Florida, Virginia and New Jersey.
- Selected as state chairman in Michigan for the Business Roundtable campaign on behalf of NAFTA. Built state coalition of over 100 companies which advocated NAFTA’s passage with the state’s congressional delegation.
- Led AlliedSignal’s successful four month lobbying campaign with Pennsylvania legislators to defeat legislation that would have prevented Allied’s hostile takeover of the AMP Corporation.
- Spearheaded Honeywell’s legislative strategy in eight states to preserve the market for mercury switch thermostats.
- Built local political support in two New Jersey communities for brownfields/redevelopment projects which resulted in $20M of property sales to big box retailers.
- Managed a six state search for a location for a $30 million IT investment. Secured direct state incentive grant of $500,000 for the project.
- Directed company program to raise and distribute $1.5M to 150 Honeywell employees impacted by hurricanes Katrina and Rita.
- Built three national partnerships that drive Honeywell’s award winning corporate citizenship program. These initiatives have won 25 industry and marketing awards since 2001.
